I guess it's just a raw image.
The format is simple:
"ZIMG"
32bit width
32bit heigh
32bit unknown
zlib compressed data

The one you uploaded is a 2048 x 2048 16bit image representing japanese characters and the playstation buttons.

There are some image editing software supporting raw images with various options, Gimp, Irfanview, and so on.
