Civdata0 not Unpack. All gif not seen. At the beginning in civdata 1 there are 2 Signatures MThd 
MTrk. It's not MIDI?

Script updated to version 0.1.1

GIF are raw texture I guess. The name you get there is probably the original name pre-archiving and what you extract is the resource read by the game.
The MThd header in fact is a midi but it's just garbage memory left there for the 0x100 bytes header.
