I don't know which game your sample is from, but it's the same encryption.
More and more Chinese games these days use this encryption method.
When I searched for articles on the Internet, this encryption seems to be a strong encryption developed in collaboration with a Chinese game company and Unity.

Probably the official encryption algorithm provided by some developers. Like UE4's AES.

It can be inferred that the public key is about 70 bytes of information added near the header.
