Need model tool fixed or have a new tool made [$300]

I have a tool that already kind of works with a file format, file is binarized (model) and it unbinarizes it with correct mesh, bones, uvs etc - however the weights/skinning is broken when unbinarizing it with this tool. If you can fix this or make a new tool from scratch I am willing to pay.
Note that I can provide source code from an older tool which was used which is now outdated but should be good foundation. I will also provide the tool that currently works for everything except for good weights/skinning, however I don't have the source code to that tool.
