Extracted the game with xenia-vfs-dump, the textures and meshes are inside individual .pack files. Attached is a sample. They all start with the same 15 byte header (GOLF1.02x360???), and the beginning of each file looks to be a listing of contents (.bmp textures and .mesh meshes).

This is a QuickBMS script to decompress and extract the files in the .pack archive.

Edit: After using the script, the textures I'm not sure about but the meshes are definitely Ogre .mesh format.
