Extracted the game files with QuickBMS, meshes appear to be in .hkt and .rhs files, sample attached. Tried opening the .hkt file with Havok Preview Tools 2014.1 (file version appears to be 2013.3.0) but couldn't get anything useful.

I been looking into this too only thing i found that would load meshes was this program

Sadly there is no export option. So if anyone can assist on this one it would be appreciated.

Unfortunately the max you can do is convert the .hkt into an xml to easily "edit" it removing extra lods/accessories or fix the texture path to load them into the viewer but you can't convert it into another format either.
Animations are also loadable once extracted the animset.animset file.

If you really want to get a model rigged the only way is doing it yourself... Load the skeleton in 3ds max thanks to PredatorCZ plugin https://forum.xentax.com/viewtopic.php?f=16&t=19691, get the model trou Ninja ripper and... rig it :\
