data.win is the format of YoYo Games.
There are probably some better tools like those written for Undertale, but I have a script http://aluigi.org/bms/yoyogames.bms

Thanks for the tip, I had already tested. The script with yoyogames.bms unpacks the game for me, but I can not change anything in it, which is later present in the reimport. The game does not run even with the unpacked files.
