Having problem with .pkg files

so to put in context i've wanted to do a projeect by my own but any help would be appreciated about modding flaout 4 but the game structure is so bad and instead of normal files of whatever the data is packed in .pkg files i0ve been trying lots of tools but idon't find any usefoul if anyone wants to hep feel free to respond also you can joinmy dis if you want to be art of the project

and in each of this folders is where the .pkg folders with the date tat i can0t open.
