Probably encrypted, there is nothing readable inside that file.
Maybe it's a mistake but the name of the file you linked is "c" and not 99_99.pss.

Found it, apparently it's about the game "I-Ninja". The format used in this game seems to be close to the one used in this game for these PSS archives.

In this game it uses an offset that must be multiplied by 0x800 while in Ininja it was already correct.
I added a way to "guess" it, script 0.1.1
