If you're asking for copies of the game, then this isn't the place for that.  If that's not what you're asking, then please be more clear, otherwise the topic will have to be locked.

A file (that ends with .PC and has GFX in it)

1. Cocoto PS2-LZSS Texture Extractor v1.1

2. Console Texture Explorer by Dageron (from GRAPHIC TOOLS)

Edit: After looking again at the screenshot attached, the problem is that you didn't decompress the file. It is compressed in LZSS. It's after that you can set the format to 32 bit per pixel, and then use arrows to change the preview size

Then, save all as PNG so it's easier to zoom in all the texture and take a look

Understood the original post request, which was asking why the raw texture viewer didn't work.
