I tried an old Blender plugin but it won't work. Can you share the *.pssg plugin for Noesis you written?

A free alternative I know is doing it from scratch (but you'll have to trick around with the FI blocks):

Try to use VM if you run out of trial time. And for export use Export tab and Plugin Export or Plugin Export As Objects. IMO it's best just to use single object instead of dozens.

Tried to use a virtual machine but the trial has even expired after 20 or 30 days.

I take you've tried the EGO engine PSSG editor?  If you haven't, you should be able to get something out of it, though I'm sure there's a cutoff at some point.

I tried Ego PSSG Editor by Petar but I get both errors when I open PSSGs. Can you find a fixed alternative?

If this script for 3DSMax doesn't work, you are likely out of options,  I am frankly astonished that absolutely nothing has given you any positive result at all so far.

Nothing happens, the maxscript doesn't let me import car models. Are there more fixed alternatives?

Which pssg models did you try?

"Ryder PSSG Editor" fails with this model, too. So try 205_highLOD.pssg instead.

I'd also suggest to uncomment all the --print... lines in the maxscript.

edit 2: maybe it's better to uncomment these 3 lines as a start (remove the --):

--print dataType_Array
--print stride_Array
--print formattype_array

This way you might get a hint where the script fails.

btw, you can use the replace feature of wordpad for example to replace all "--print" lines by "print" (without the quotes) in one go.

edit: there's lots of datablocks with vertexblocks with around 60 vertices, but all showed the same kind of hull until I switched to big endian:
