PS2 PSBBN SCEJ CH. sound conversion (.bde and .hde)

i've come across these files from a ps2 ftp directory website but i can't seem to open or play these two files.

I've searched everywhere for this music which only plays in the psbbn for ps2 but it can't be emulated due to needing a hdd so, is there another way to convert these files to either wav or mp3?
