Fallout 3 Font Tool Can't Add Non-English Characters

I'm using this tool DC Font Generator (https://www.nexusmods.com/fallout3/mods/15231) to generate new font that includes Arabic characters, but it seems that the tool can't generate those characters, is there any other way to add the Arabic letters?

ANSI is "Default system encoding for non-unıcode programs"

Set current system local to Arabic in your system region settings and you'll be fine

Script in Font dialog window does nothing

I have followed your steps and changed the system language to Arabic in region settings, but still the font generator program cant generate any Arabic letter, when render it's still showing only Latin letters.
