Cities: Skylines II locale.cok help me open the translation tools to play in turkish

Has anyone solved the problem with the new UPDATE? Locale.cok can be extracted/packed, it's a .zip file with store compression method. But when I edit something, the game crashes. Possible md5 check or other protections?
