The I2Languages file cannot be opened

When I download the file I2Languages-resources.assets-35385 from the game The Precinct as .txt or .json, the file size becomes only 1KB, and it contains the message:
"Asset failed to deserialize."

However, when I select Export Raw, it turns into a .dat file named I2Languages-resources.assets-35385.dat, and its size becomes 4,143KB. But when it's in raw format, I have no idea how to open or read the text properly.
Notepad++ just shows gibberish, and it can't be translated into any language properly.
