I found the localization text in locres format, but after I finished translating the file, why didn't the text in the game change at all.

Thanks for your help, but it seems like the mod loader is outdated, I've tried it many times according to the installation instructions written there but the mod still can't be read.

Try this loader, put mods strictly in the ~mods folder

when i launch the game, it says something like that, and the mod i made is not readable.

the mod loader works fine, i tried reinstalling the game and then it worked. Thanks mate
