I have carried out all the instructions above but failed in repacking the file

When you unpack your language mod you will see the same folder structure as when you unpacked the original .pak?

Are you sure that you didn't rewrite something in the language files that breaks the structure of the xml files?

Did you try not modifying it directly but treating it as a MOD?
