What is *.opt and *.nif from Knight Rider: The Game (PC) and can anyone analyze these file formats and write a new tool to import OPTs into Blender or standalone tools?

Nifskope can view the .nif files. Not sure what the .opt file is yet though...

Not sure if you ever checked out Nifskope but on my end it seems most .nif files are actually not readable or viewable with the app for some reason. I suspect this is due to how old the game is and its sequel. If you find another way to view the rest of the assets or extract them let me know.
