Alter Echo (PS2) .pgs

Would anyone know how to dump the files out of these? I found Models, Sounds and possibly textures within the files. any tools or plugins for this?

What does that mean? In that pgs you can see strings like object_L09_A2_Elevator.edl and some data, maybe counts or offsets.
