Try this.
1-Place it in the same location as the file you want to open.
2-Then select the file in the language you want and click “export”.
3-This will create a text document. After editing the text document, run the tool again.
4-Select the language file you extracted and click “import” so that the text document will be imported into the file.

No dice. Tried the tool in the 'chars' folder, and all I got was 'characters.pc not an asura file!'. Everything else in the folder had the same prompt.

While I was waiting for responses though, I managed to open the texture archives (.pc_textures) using Watto's Game Extractor, so I was able to get the hi-res textures out. I then used ninjaripper to get the models I wanted out. I've been able to mash the two together and get a result I'm happy with. I'd love to get the raw files for the 3D models, though, so I'll keep looking for unpackers that might work.

It's good that you are making progress, other people can learn something if they want to.
