Dip looks compressed and/or encrypted. Best guess would be to get pictures from the RAM (some hex editors come with a RAM editor).

Is there a dll file? Maybe you can see if the encryption logic is displayed

Theres an SDL2 file and a json file but it might just be for just fmv/music
