Help, extract weapons.lib from 25 to life

Hi, I wanted to extract the weapons.lib file from the game 25 to life, i have a way to make it playable on console like PS2 and Xbox and also PC. no matter what program i try to use to open a lib file i always get an error.

I managed to figure out how to open up file, you have to use HxD editor to allow any edits to the file as of right now.
I found the value of which weapon class goes to who and what values they are.

£@g = gangs
£@c = cops
£@m = for both
£@n = Special Weapons

1. Default (unmodded) (vanilla)
2. MP Guns Unlocked (gives both cops and gangs mp weapons that is from mp)
3. All Guns Unlocked (every weapon is unlocked for both gangs and cops which includes overpowered sp weapons and dev leftover weapon)
