That helps people narrow down the format more quickly (e.g. mobile formats more often use ETC2/PVR, whereas desktop PC games tend to use BC1/BC2/BC3). You can see regular patterns in the data (so it's not a variable-length compression), and the data lines up nicely at 8 bytes, implying it's an 8-byte block compressed format (e.g. BC1 DXT1, BC4, PVR, ETC1, ETC2).
